SAILING INSTRUCTIONS 2018 [version d1]

1 RULES

1.1 Racing  will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The Holyhead Port Authority Bye-Laws and Harbour Regulations, and Guidelines for Leisure Users will apply. See Addendum D for details
 

2 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located in the clubhouse.

3 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted at least one hour before the scheduled starting time of the race concerned.
 

4 SIGNALS MADE ASHORE

Signals made ashore will be displayed on the club flagpole.

5 SCHEDULE OF RACES

The Cruiser Racing programme for the season [Editor's note: Awaiting info on Squibs and Dinghies] appears on the Club Website.The minimum number of yachts or dinghies that will constitute a race shall be two.

6 CLASS FLAGS

Class flags will be:
 
Class Flag Description
  • Offshore IC Flag O Yellow and red diagonal halves
  • Squibs Naval Code 9 Blue with vertical white stripe
  • Misc IC Flag M Blue with white diagonal cross
 
This changes the meaning of Race Signal Flag M.

7 RACING AREAS

Racing will take place according to the category of the event as follows:
  • Category 1: Events which usually occur within  the confines of Penrhos Bay as shown on the website Official Course Card
  • Category 2: Events which extend outside the Category 1 area.
  • Category 3: Events which may be confined within the New Harbour.

8 COURSES

Races will normally be sailed on courses taken from the Official Course Card and indicated on the quarterdeck display boards or broadcast on VHF channel 37A (M1). A copy of the Official Course Card appears as Addendum A to these instructions. A course not included in the course card may be used, but in this event either ‘Flag X’ will be displayed on the display board and details published on the official notice board, or details may be broadcast on VHF Channel 37A (M1).
 
A course may be changed by the Officer Of the Day up until the warning signal for the class concerned, by changing the Course Board on the quarterdeck, and breaking out I.C. Flag ‘F’ over the class flag, drawing attention to this by a double sound signal. 

9 MARKS

9.1 Marks are as described on the Official Course Card.
9.2 Starting and Finishing Marks 
With the exception of races involving Committee Boats, the starting and finishing marks will be inner (IDM) and outer (ODM) distance marks distinguished as white cylindrical buoys / poles.
For races involving Committee Boats the starting and finishing marks will be shown on the official notice board or on a course board displayed on the Committee Boat. Alternatively the marks may be briefed verbally.

10 AREAS THAT ARE OBSTRUCTIONS

The following areas are designated as obstructions:
  • the Anglesey Aluminium Jetty at the new harbour entrance and along its entire length
  • the fuel unloading jetty adjacent to the three large cylindrical fuel storage tanks
  • the areas underneath these Jetties are exclusion zones and boats shall not enter them
  • the Breakwater wall and associated underwater and exposed rock armour along its entire length. The area between the Spit mark (also known as Breakwater mark) and the Breakwater wall is an exclusion zone for Offshore yachts which shall leave the mark to port when leaving the harbour and to starboard when entering the harbour. Squibs and dinghies may pass between the Spit mark and the Breakwater only when the racing course requires this.
  • The Platters reef designated as the area south east of NW and NE buoys
  • Rocks to the east of Clipera Mark. Clipera mark shall be passed to seaward except when it is being used as a mark of the course when it shall be passed to port or starboard according to the Official Course Card or Display Board.
  • The wreck lying south east of Asmund buoy
  • Ferries and other large vessels
WARNING – Large Vessels Often Pass Through The Course Area. Competitors are reminded that navigation of these large vessels in the channel is exacting and difficult, and all boats must keep well clear and in good time to allow them unimpeded passage.  Failure to do so will result in a protest hearing initiated by the OOD.

11 START AND FINISH

11.1 Quarterdeck Starts: For races started from the Quarterdeck, the starting and finishing lines will be the extension of the transit formed by the Club flagpole bearing a cross and the pole on the promenade bearing a similar cross. For dinghies and Squibs the lines will be limited by the IDM and ODM marks. For Offshore Yachts the lines will be limited by the IDM and the Breakwater.

11.2 Committee Boat Starts: For races which are to be started from a Committee Boat, the starting and finishing lines will be displayed on the official notice board or on a course board on the Committee Boat. Alternatively the starting and finishing lines may be described verbally at a competitor briefing.

11.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.
11.4 Some races may be started without flag signals. In these circumstances each sound signal will be accompanied by an attempt to broadcast its meaning on VHF channel 37A (M1). This changes RRS 26.
11.5 If any part of a boat’s hull, crew or equipment is on the course side(OCS) of the starting line at the starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 37A  (M1). Failure to do this will not be grounds for redress.

12 PENALTY SYSTEM

12.1 Appendix P: For races for which an on-the-water judge is available, Appendix P may apply. This will be notified verbally at a competitor briefing.

12.3 Advisory Hearings and RYA Arbitration Procedures:
When a Club Rules Advisor is available, the Exoneration Penalty and the Advisory Hearing and RYA Arbitration procedures of the RYA Rules Disputes Procedures may be available. Decisions from RYA Arbitration can be referred to a protest committee but cannot be reopened or appealed. See Addendum B for details. The application of this instruction will be notified verbally at a competitor briefing.

13 COMMUNICATION WITH COMPETITORS

A whistle signal blown by a member of the protest committee during a race means that the member of the protest committee believes that a boat has broken a rule.

14 TIME LIMITS

Time limits are as follows:
Class Time Limit
Dinghies 3 hours or 1 hour after the leading boat finishes or 30 minutes after sunset
Squibs 3 hours or 2 hours after the leading boat finishes or 30 minutes after sunset
Offshore 30 minutes after sunset If a leading Offshore Yacht finishes within the time limit, then all other yachts will have a time limit of 30 minutes after the leading yacht finishes. Three sound signals will be made to indicate the end of the time limit, or the half hour extension. An attempt may also be made to broadcast the end of any time limit on VHF channel 37A (M1).
 

15 PROTESTS AND REQUESTS FOR REDRESS

15.1 A competitor intending to protest shall notify the OOD as soon as reasonably possible after finishing the last race for the day. Protests forms are available at the race office on the Quarterdeck. Protests and Requests for Redress or Reopening shall be delivered there within the appropriate time limit.
 
15.2 For each class the protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today or the end of a time limit, whichever is later.
 
15.3 Notices may be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Alternatively this information may be delivered verbally to parties and witnesses.
 
15.4 Notices of protests by the race committee or protest committee may be posted to inform boats under RRS 61.1(b). Alternatively this information may be delivered verbally to the competitors involved.
 
15.5 A list of boats that, under instruction
 
12.1, have been penalized for breaking RRS 42 may be posted or notified verbally to the competitors affected.

18 Radio Communication 
 
Minutes after sunset will not be grounds for protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.
 

16 HANDICAP SCORING SYSTEMS

16.1 Offshore Yachts
Offshore yachts will be scored using  the RYA National Handicap for Cruisers (NHC) system and yachts with a current IRC Certificate will be eligible for scoring in a dual series under IRC Handicap. A yacht’s NHC handicap will be adjusted after every race. A handicap adjustment will not be grounds for a Request for Redress. This changes RRS 60.1.
16.2 Dinghies
Dinghies will be scored using the RYA Portsmouth Yardstick system.

17 SAFETY REGULATIONS

17.1 Declarations
Before each race, dinghy helms shall sign out by entering their details  required on a declaration sheet provided for the purpose. On returning they shall sign in indicating whether they have observed the rules, exonerated themselves for a rule breach by taking a one or two turn penalty under RRS 44.2, or retired. This is a mandatory safety requirement.
17.2 A boat that retires from a race shall notify the OOD as soon as possible.
17.3 Safety Equipment
17.3.1 Dinghies, Squibs and Dayboats
When racing, competitors shall wear personal flotation devices adequate for the conditions, except briefly while changing or adjusting clothing or personal equipment. This changes RRS 40.
17.3.2 Dinghies
From 1 November each year until the water temperature rises above 10 deg C, wet suits or dry suits shall also be worn by all dinghy competitors.
17.3.3 Squibs and Dayboats
A VHF radio shall be carried at all times by Squibs and Dayboats
17.3.4 Offshore Yachts
It is recommended that yachts taking part in offshore races carry the appropriate safety equipment shown in the HSC Safety Recommendations. These are listed as Addendum C to these instructions.

18 EQUIPMENT AND MEASUREMENT CHECKS

A boat may be inspected at any time for compliance with class rules and sailing instructions.

19 RADIO COMMUNICATION

Except in an emergency or as provided for elsewhere in these instructions, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.

20 RISK STATEMENT

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities;
f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
g) For Offshore races they are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew in sufficient number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew.

21 INSURANCE

Each participating boat shall be insured with valid third party liability insurance with a minimum cover of £3 million per incident or the equivalent. HSC requires that owners confirm in writing that their boat is so covered and naming the insurance company.

22 ADVISORY HEARINGS and RYA ARBITRATION PROCEDURES

 
22.1 Exoneration Penalty
22.1.1 A boat that may have broken a rule of Part 2 of the Racing Rules of Sailing or rule 31 or 42 may, after finishing the race concerned and before the start of any related protest hearing, notify the race committee that she accepts an Exoneration penalty – a 20% scoring penalty in accordance with rule 
44.3(c), except that the minimum penalty is two places if that does not result in a score worse than DNF. However, if a boat caused injury or serious damage or gained a significant advantage by her breach her penalty shall be to retire.
 
22.1.2 When an Exoneration Penalty is accepted:
(a) Neither the boat nor a protest committee may then revoke or remove the penalty.
(b) The boat shall not be penalized further in a protest hearing when the protest committee decides that it was appropriate to the facts found and the applicable rules.
 
22.2 Advisory Hearing
When there is an incident that will not result in the lodging of a protest or a request for redress, a boat, protest committee or race committee may request an advisory hearing with the race office, and notify any boat involved in the incident. An adviser will then call a hearing to learn what may have happened and will state whether any rule appears to have been broken, and by which boat. A boat may as a result notify the race office that she accepts an Exoneration Penalty when it applies to the incident, or choose to retire.
 
22.3 RYA Arbitration
22.3.1 When a protest or request for redress is lodged, a boat may at the same time request RYA Arbitration, or the protest committee or race committee may offer it.
22.3.2 If the parties and a member of the protest or race committee agree that RYA Arbitration is suitable, an arbitrator (who may be that member of the protest committee) will call a hearing conforming to Section B of Part 5 of the Racing Rules of Sailing, except that the first sentence of rule 64.1 will not apply. Instead, when the arbitrator decides that a boat that is a party to the arbitration hearing has broken a rule for which the Exoneration Penalty is available, the party will be invited to accept that penalty, and, if it is accepted by a protested boat, the protesting boat will be allowed to withdraw the protest, changing rule 63.1.
22.3.3 When there is not an agreement to use RYA Arbitration, or when, after RYA Arbitration, a protest is not withdrawn or the Exoneration Penalty is not applicable to the facts, there will be a normal protest hearing, at which the arbitrator may be a member of the protest committee. Rules 66 and 70 (reopening and appeal, respectively) do not apply to the arbitration decision since this is not a protest committee decision or procedure. A boat may still accept an Exoneration Penalty at any time before the start of a protest hearing and receive its protection from further penalization. She may also retire.
22.3.4 When redress is offered and accepted by boats at the RYA Arbitration, all parties, the protest committee or race committee may seek to have this reviewed by asking for a full hearing. When redress is offered and not accepted, or not offered at all, all parties may ask for the request to be heard before a protest committee.

NOTE TO SCORERS

When an Exoneration Penalty is accepted by a boat, the designation XPA (Exoneration Penalty Accepted) is recommended. If she retires, she is to be scored RET.

ADDENDUM C 

SAFETY RECOMMENDATIONS OFFSHORE YACHTS – ALL EVENTS 

The purpose of these recommendations is to encourage uniform minimum equipment standards for yachts taking part in events organised by Holyhead Sailing Club.
RISK STATEMENT

The equipment shown in these recommendations is the minimum considered desirable for a yacht taking part in offshore events organised by Holyhead Sailing Club. When racing, if she is a member of a recognised class, then she shall race under her class rules and observe the equipment standards lay down by that class association.
 
CATEGORIES OF EVENTS
 
Category 1 – Events which generally occur within the confines of Penrhos bay
 
Category 2 – Events which extend outside the Category 1 area.

SUMMARY OF BYE-LAWS AND HARBOUR REGULATIONS
 
Speed Limits.
Inner Harbour Minimum speed
New Harbour (West) 8 Knots
Approaching Marina and Moorings Dead Slow
 
Vessels not to be made fast to Navigation Buoys:
No vessel to be made fast or lie to any buoys or beacons marking the channels or shoals of the Harbour.
 
Inner Harbour:
No vessel shall, except with permission, enter or leave the Inner Harbour.
 
Precautionary Area, TSS:
A Precautionary Area is established within the inbound and outbound lanes at the entrance to the Harbour. Small vessels should not impede the progress of large vessels  within the fairways.
 
Events, boat races, regattas etc,
The organizer of any race, regatta or marine event should give at least 7 days notice in writing to the Harbourmaster for approval.
 
Obstruction to fairways and berths:
Anchoring and the laying down of, buoys, tackle, nets or pots is not permitted within the fairways. Obstructions which may cause a danger to navigation are liable to be removed without notice.
 
Collisions, groundings, injuries and sinkings:
The above and damage to navigational buoys or beacons are to be reported immediately to the Harbourmaster.
 
Moorings
No mooring buoy or tackle, for the purpose of establishing a mooring, shall be laid down, within the Harbour, without written consent of the Harbourmaster.
 
Anchoring
Anchoring is not permitted in the Outer Harbour or fairways without permission. 
Anchoring is subject to the payment of Harbour Dues.

GUIDELINES FOR LEISURE USERS
 
GENERAL
 
All Mariners are advised to maintain a listening watch on VHF channel 14 (Holyhead Port Control), for shipping movements and navigational warnings.
 
SWIMMING
 
Strong currents are found near the breakwater end. Support craft for swimmers should report their whereabouts to Port Control and other port users on VHF channel 14.
 
SAILING VESSELS
 
Sailing vessels should bear in mind that a group of small craft, while individually being well clear, may, as a group, present a restriction to a large ferry. Sailing vessels must ensure they do not obstruct ferries and other large vessels, especially in the TSS lanes and Fairways. This also applies to sailing vessels when racing. 
 
PERSONAL WATERCRAFT, SPEEDBOATS AND WATER SKIING
 
Due to the large number of moored boats in the New Harbour, waterskiing is not advised in the western part of the New Harbour. Users of the above should ensure they do not create excessive wash, especially near Marina and Moorings. They must navigate in a manner that shows consideration to other harbour users. All craft must adhere to the Harbour speed limits.
 
CANOES AND WINDSURFERS
 
The above may use the New Harbour and the area of the Outer Harbour to the East of the Fairway. They are advised against crossing the Fairways but if they must, they should avoid obstructing large vessels.
 
DIVING
 
Mariners engaged in providing support craft for sports diving should ensure these activities are undertaken clear of the Fairways and that other users, Port Control and the 
 
Coast Guard are adequately warned of their whereabouts and when entering or leaving the water. Commercial diving (for gain or favour) is strictly not allowed within the Harbour without a permit.
 
NAVIGATIONAL SAFETY
 
Mariners are also advised to be aware of the following LNTM:
